Fbw test stays light stays on red

do you know why fly by wire test switch won't turn green it stays on red.
I did autopilot test switch it turned green, but the fbw stays on red i waited ofcourse

You need to cycle the flight controls several times before doing the FBW test now I think,especially in cold weather.
