Yes, you're right. I tried it on other planes.  It's a bug in the Gulf map itself.

I have not flown in the Caucasus before this flight.

Okay, hope you didn't find a new bug.
There was this bug, than if you flew a mission in Caucasus, and then a mission on another map. Then you would get Caucasus ATC. Fix was just to restart DCS, but this bug has now been fixed in OpenBeta, but lot yet in Stable I suppose.
Are you on OpenBeta or Stable?
