Need Help! Multiplayer server cant be detected

hello, I am a player from Singapore, I tried to launch a multi-player server which is public & no integrity check required and shared my server name/IP URL with my friend, but either way he cant find it in the server list, meanwhile we are able to see other servers

What could be the issue or steps missed, thanks for help

Have you opened both your router 10308 ports?
