What am i missing while flying as CPG - can't move crosshairs on central display

I am learning to fly as CPG - and cant figure why sometimes i can move crosshairs on TEDAC screen, and why sometimes i can't...What i need to enable/select to be able to search for targets by moving crosshairs?

Make sure TADS is your selected Sight.  That is the only time you will have control over where the TADS is looking with the thumbstick controller.

The keybind should be RHG Select TADS.
