Egypt doesn't have MiG21 when they should

I thought I'd make a mission loosely based on the Egyptian-Libyan war.

I set the date to 1977 and hit the clock icon. But Egypt doesn't have MiG21, even tho they used it in the war. I went all the way up to 85 and still not MiG21. Even tho the game has skins foe the planed called Egypt 82.
