Voice line, "Observe ON, Searching."

I know voice is still in early development, but can we have an improvement in the logic of this voice line? Petrovich will repeat this line every time you make a new designation point. The line is appropriate for if the Guidance Unit was previously caged, but becomes quickly redundant if you are merely commanding a new search area with the periscope uncaged. I propose a check of the GU Observe switch during this line, and replacing it with a more generic line acknowledging the receipt of the new search area.
