F-14A Start Up: About TIT display during MASTER TEST check

Hello,

When the MASTER TEST switch is set INST, the display of Electronic Instrument Group will be as follows.
RPM  - 80%
TIT    - 1300℃
FF     - 4400pp

According to the NAVAIR manual, 80% for RPM, 960°C for TIT, and 4400pp for FF during TEST.
Is the TIT of 1300℃ a game specification?
