More animated radars and some signal flags

It would be great to have some of the static radars on the island and mast animated, They are there, but they are frozen. I guess there's a number of animated parts limitation in the engine or something.

Also, it would be great to have some signal flags and day shapes hoisted. It's typical to see the restriced ability to maneuver day shapes during flight ops on a carrier.
