F/A18C flight control issues. Full deflection of flight control surfaces always no matter what

Hello All,

I was practicing F/A18C carrier landing when I started encountering this issues and it has persisted with me ever since. 
Basically the flight control surfaces are always as maximum deflection at all times. regardless of any stick movement or any flaps selections or anything else resulting the jet that keeps stalling.
furthermore I cannon trim the aircraft for carrier landing to get in AOA trim 

I really want to a campaign with F/A18C  but this makes hornet basically unflyable. 

I have tried re-installing F/A18C, Resetting all binds(similar binds for other aircrafts works fine), repaired DCS world open beta build
nothing I can think of works. it just sinks like a rock

Make sure arcade flight model or whatever it is called is turned off in the game settings.
