INS controls not functioning as I'd expect when mapped

I've mapped the controls for Parameters and Mode Selectors for Clockwise/anticlockwise to one of my VPC panels.

Unfortunately, when I select clockwise, both rotate as far clockwise as possible, not just a single step, same for counterclockwise.

I'm assuming that's not quite how they should be.

 

As a request, can we please have discrete button options for the mode options and also far more analogue axes.
