I'm just now learning how to use the ICLS in the F-18 for carrier landings.  I'm able to get the appropriate channel and the ICLS indicators/bars (I don't know the technical term) show up on the HUD but they don't move.  No matter how I'm lined up, it always shows that I'm below the glide slope and to the left.  This has happened on Marianas Free Flight/Case 1 Recovery as well as Create a Mission after I correctly assigned an ILS channel for my carrier. 

What am I missing?  Is anyone else experiencing this?  Does ICLS only work when you are at a certain range?  Am I too close to the carrier and assuming it should work (lining up 2-3 miles on final approach)?
