Making infantry fire less accurate: Is there a way?

Infantry fire is currently extremely unrealistic and far too deadly and the only work around of setting them to immortal is not a fix.

Is there a way to mod the default accuracy across the board? I've never opened DCS files to mod them, but I am hoping there is a lua or some other simple text file to adjust this.

Has anyone attempted to do this before?

AFAIK Is not possible, we tried and asked ED for years now, they just ignore us and say it will be looked in the future.
