Normandy 2.0 - $9.99 Upgrade option is no longer visible/available on Steam

I have Normandy 1 + Channel. All on Steam. I tot the release news while I was out of town, saw it was available for $14.99 or $9.99. Decided to purchase when I got home.

Now I am back and in Steam, the full price map and the two $14.99 upgrade options are there. When I go to the Normandy 2.0 upgrade option for owners of original + channel, the price is no longer listed and it can no longer be added to cart. So I can't purchase it.

Is this a known issue? Anyone else seeing this? I'd like to purchase my upgrade and play it today...
