With OpenXR Toolkit, do I have to disable the DCS View keys?

When I press the LCtrl + F1, F2, F3 key combos, the view changes while I am trying to adjust the OpenXT Toolkit settings.

Why doesn't the OpenXR VR Menu block the keystrokes that it uses when the menu is open?  Should I just remove my keyboard assignments for these key combos?

Why not simply change the OpenXR Toolkit Bindings?

Because there's no Win32 API to do that universally... if you know better, please share.
