AG Radar Designate wrong elevation

This will happen if the active steer point altitude does not match the actual terrain level of the target.  The radar uses the nav system for terrain elevation calculations.  You went after a target that was at a higher elevation than your active steer point, hence the offset.

Yes. When it gets added, and provided it’s on of the HAT options selected in the delivery profile.
