Mission 8 - First run

Winter, Winter...this is driving me nuts! I put the target at my 90º attack run....but got no clearance to attack, I circled the target...no joy...

What am I doing wrong?

Edit  = I saw post from developer that I might be on TV Mask to get clearance.
