the correct weight of F-15E?

in the manual page 26 introduction, it states that the empty weight is 31700lbs(14379kg)

but in Mission Editor when you remove everything including the fuel, pylons and gun ammos it shows the overall weight is 37454lbs which is a huge difference than stated in the manual?

is it because the 31700lbs doesn't come along with the CFTs? 

seems every site on Google also indicates the empty weight is 31700-32000lbs but no shows of the 37454lbs

Yes.

The RL F-15E Flight Manual (1993) gives the "basic weight" plus crew as
• Without CFTs = 33,500 lbs
• With CFTs = 37,500 lbs
(to the nearest 500 lbs)

2x Empty CFTs = 4,386 lbs
2x Full (with ~9500 lbs fuel) CFTs = 13,738 lbs

Note there are "minor" differences in weight between F100-PW-220 and 229 versions, so these values are approximate.
