AOA in f15e

In ver1.6 manual chapter 6.4 HUD part,page 149,line7-line8 The original text is as follows

         The vertical distance between the VV and the Waterline Symbol indicate the true Angle of Attack (AoA).

But i saw angle of waterline+ angle of VV is always smaller than AOA, why? I know AOA determines an aircraft's ability to obtain lift.Is the wings have an extra angle?

AOA is displayed in arbitrary "cockpit units" (CPU's), not degrees.  If your AOA is about +20, your actual AOA is about 10 degrees IIRC
