I recently "upgraded" my rig from i9-10850k to 7800x3d and I am under impression that performance dropped in VR. The FPS counter mostly says CPU bound and I am having threads utilization as attached. Is it normal with one core almost 100% and others oscillating?

This is very disappointing. Even in 2D I see few frames less on Ryzen in some scenarios. On the other hand I am having significant performance improvement in BMS.

I could be wrong, but it appears that DCS is not playing well with AMD processors, since I got a massive performance increase on other games and applications, but DCS does not seem to like AMD based processors.

Did u tried that mt.lua ? It mainly helps intel different cores design to fix stutters... but maybe it will help u 2, as it allows more then 1 thread for render core which usually is the most utilized.

You may also test unparking ur cores.

Just tried the mt.lua. Looks like some threads have swapped and there is some improvement but still worse than on Intel.

Ok. I got this problem with MT while using Quest 2 and Occulus, ST was fine. When I got a Quest 3 I had problems with the Link disconnecting AND still had the MT problem. To solve the link issue I got Virtual Desktop, that solved both issues. It seems that there is a conflict between Occulus app and DCS MT when it come to thread usage . The VD setup is miles better in terms of quality and speed in both DCS and MSFS. Best thing I ever did.

You do have to pay for VD and have a 5ghz wifi repeater. I use one of the powerline ones so not a big expense given the quality increase.
