does the rudder get affected by force?

So I push the pedal fully through after I was spinning diving and climbing. the max rudder output was that:

 

is that normal? does the rudder get affected by force?

 

or are my rudders wrong setted up ? Iam using MFG pedals. saturation of x axis is 97%

Not at my PC at the moment but the fastest way to tell is checking what indicator says when you're stationary on the ground.

Rudder is not hydro-boosted in Sabre, so yes, it probably gets limited by airflow like in other modules.
