cannot repoduce and missing track file Case III - Wave off, wave off, wave off, foul deck

I'm practicing Case III landings in an A-4e.  I'm getting pretty good at getting into the glideslope, yet whenever I call the Ball, I get a "fly the ball" response, followed by "Wave off, wave off, wave off, foul deck".   If I don't call the ball, I do not get the foul deck warning, though the LSO gives me a bad mark for not doing so.  

Any thoughts as to why I'm being told the deck is fouled?
