Which are the most effective (destructive) rockets for use on the A10a or C?

Hydra 70, the only kind they carry. When it comes to US rockets, there's really not much you can do, especially outside the Navy, which at least gets Zunis in addition to Hydras.

Yeah. Boy, they suck...

ED has said it's developing a fragmentation model, so they'll hopefully suck less when that goes in. However, there's a reason US is moving away from unguided rockets. They work well enough, but are inaccurate and you need to launch a lot of them in order to have good effects.
