ATC ILS landing

Hi 

Could it be possible to have the ATC clearing for an ILS landing instead of the visual when the weather conditions are bad (heavy fog on the runway)? Despite the fact that I set up heavy fog (100ft visibility), it announce cleared visual approach , either if I can't see the runway...
