If you are talking about the ingame, default ATC, there is not a lot to it.

You tune the frequency and call the ATC when appropriate. Startup clearance can be done but nothing happens if you don't do it. Taxi clearance only tells you which runway to taxi to, not how, so up to you. Takeoff clearance is useless as anyone can be on short final but it still tells you cleared for takeoff... 

Same for landing. Call it at a somewhat appropriate distance (you can call it 100 miles out, but you can also call it overhead, doesn't matter). Once you are close to the airport, it will clear you for landing unless the runway is unusable, in other words bombed.

The best way to use it is to call it to hear which runway is the active one. After that, handle it as an uncontrolled airport. 95% of players ignore it anyway, and the ATC itself does not care about traffic. It doesn't do any seperation, it will give you one vector only to a specific point, it won't tell you how to taxi etc. You have to do 99% yourself, so before you move, look out the cockpit left, right and front. Make sure to stay clear of traffic yourself, do not expect others to fly/drive normal.

And if Grayflag has a custom ATC, perhaps you find something about it in the ingame briefing, discord, website or somewhere else.

But if you want to simulate real word ATC procedures, you'll likely have to get some books or different PPL/CPL/Military ATC sources online and find a server with a real person roleplaying as ATC.
