neutrals are not allies, nor enemy, and should not be shown as allies. The only alternative option is to disable the map from showing units entirely, or enable fog of war.

Do you mean regardless of player coalition or when the player coalition is Blue?

Maybe related, I noticed that blue players can spawn at neutral dynamic spawn airfields, while red players can only spawn at red dynamic spawn airfields.
