DLCs are not authorized after F-4E steam refunded

I played the F-4E module on steam for half an hour then refunded it due to performance issues. And now I keep getting this message on game launch along with long authorization times.

The following DLCs are not authorized and will be disabled: F-4E-45MC

I tried reinstalling the game but that didn't help. Had this problem for over two months now. How to get rid of this?

make sure the DLC is no longer showing in the DLC area. If it is still there untick it. 

Run a verify in steam
