F15E can't do Air to Air Refuel

When trying to do Air to Air Refuel with the F15E, none of the Tankers answer the radio for Refueling. Trying all Tankers, none of them answer the radio.

Make sure you are trying to contact the correct type of tanker (KC-135 non-MPRS only) , on the correct frequency with the correct radio and using the correct radio PTT button to contact the tanker.
