correct as is Cannot Enter VACQ from HACQ or LACQ

It is very unclear in the manual how all of these button presses should relate to each other, and it seems wrong to me, so I'm making this bug report.

Entering VACQ is a very convoluted process when the HMD is turned on. You cannot enter VACQ from HACQ, as that button press is instead reserved for AIM-9X UPLOOK (which doesn't seem to work anyway).
There are only 2 ways to enter VACQ when the HMD is on:

1) Enter HACQ or LACQ, then WACQ, then you can enter VACQ.
2) Select A/A Gun, putting the radar in GACQ. You may then enter VACQ.

On another note, it is unclear to me why the AIM-9 seeker is caged to the HUD Boresight when in HACQ & LACQ, but not in the other ACM modes. It doesn't seem like it should work this way.

We're planning to update the DCS: F/A-18C manual in the near future and apologise if it's not giving you the information you require.

Regarding the items you mention, I'll address them one by one:

It does work. Make sure to set the correct conditions for it.

This is correct according to our references when using the JHMCS.
If you think this is incorrect, please provide non-classified documented evidence this should be otherwise (via PM) and we'll look into it.

Again, we would need evidence this isn't working correctly with our depiction of the F/A-18C Lot 20.
