Clicking module manager does not show the 'install modules' popup

When I click the 'module manager' button on the main screen, the 'install modules' popup does not appear (as shown in screenshot). It just goes to the module manager. how do you get the 'install modules' popup to appear?

yup. i had to quit and restart DCS 5 times and then it finally popped up. the first 4 times it just went right into the module manager and skipped the downloader. weird.
