Escort Task for SHORAD Units

Strela and Shilka units keep over taking the armored convoys they're supposed to be protecting from air threats whenever they slow down when under fire resulting in the SAM units cutting in front of the tanks on the road and getting blown to bits by enemy units. Helicopters can do ground escort, so SAM units should be able to Escort ground units.

Hm? 

Not if they are part of the same group. They then may all disperse when under fire (depending your settings), but when they start moving again, they will respect their set formation again.

Maybe share your mission here and point us where you have this issue, so we can take a look at it.
