20mm PGU SAPHEI round lacks armor piercing ability

SAPHEI stands for Semi Armor Piercing High Explosive Incendiary, therefore It is reasonable to assume that its ability to penetrate armor is closer to armor piercing rounds than HEI rounds. However, in DCS PGU SAPHEI rounds have the exact same piercing mass as M50 HEI rounds, they differ only in ballistics. Peircing mass = 0.02 for both.

On the other hand, PGU TP (Target Practice) has much better penetration ability. Considering that it has the same mass as PGU-28(SAPHEI) to match ballistics it should have at best equal ability. I've found mentions that it was made to shatter to avoid unwanted ricochet damage, hence it should be less capable than wartime SAPHEI in terms of inflicting damage.

Right now, it takes approximately 50 SAPHEI rounds to kill lightly armored Tigr and 10 PGU TP rounds, it doesn't make sense to my mind. See attached tracks.
