Livery template is missing description.lua

As per the title.

The template is missing a description lua which makes it impossible to create a functioning livery with it as we currently are unable to create one with the modelviewer due to the encrypted nature of the remastered tiger.

While the other issues of not having helmet textures available and not being able to work with the modelviewer (as per the thread in the main tiger section) probably need time fixing, we could at least get started on working with textures if we had a properly commented template description.lua with the texture names of the tiger and the argument numbers for the different antennas.
