correct as is roll rate slowing down with speed

Hi,

I just find something strange today. When approaching M0.84 the roll rate is slowing down a lot and continue to accelerate will increase the problem. Is there any limitation link to the roll rate by the FCS?

Yup. Per the, ahem, 'manual', roll rate is reduced at high speeds to avoid exceeding structural limits.

Additionally, roll rate tends to reduce at high/transonic speeds in general, as control surfaces become less effective. This happens on jets without fly-by-wire too. On WWII prop planes, control surfaces can lock up almost completely at excessive speeds.
