Why does ALT+ENTER not work anymore? Why cant we move DCS window using winkey+shift+ left -right arrow?

Why does in dcs options exists fullscreen option? And why whatever option i select,, icant resize/move dcs window?

If in windowed mode, "move" works for me (just move the mouse cursor outside of the DCS window and you should be able to grab the upper border.
This requires the mouse cursor to be able to be moved outside with the options set right for that.
Resize does not work anymore obviously, but I remember it worked in the past a long time ago.
