Sometimes it works, other times it doesn't. Something I'm missing?

Flaps needs to be in OFF position, have you checked this?

Omg lol. Don't know why that should matter, but that's probably it

It sort of makes sense. Feels like probably just a simple way to avoid the potential for someone accidentally activating NWS at higher speeds (takeoff roll/landing) and losing control without the need for additional logic or systems. It kinda makes sense as long as you remember to bring up your flaps after exiting the active.
