Add More Static Unit: Personnel

Currently all static unit personnel are carrier based. 1 Airboss, 6 LSO's, 1 seaman with only one outfit color, carrier shooter, and a carrier tech. 
Would be nice to get something new after all these years to simulate non carrier based operations AKA airfields. Crew chiefs in different camo types to support certain timelines, UCP, Multicam, etc. crew chiefs with jacket on or off think Iraq or Afghanistan summers. And if you want to go the extra mile, the French dudes wear shorts. 

Yes I am aware we can place down regular ground units but they wouldn't have a rifle slung around an aircraft
