Answer, are yours flaps up? The lock button only increases steering gain if the flaps are up. Flaps Down it won’t work

Indeed with the flaps up it works correctly I didn't know that flaps influenced nose wheels

Sure, I believe it’s this way to avoid accidental activation during takeoff or landing

You can also taxi around with flaps deployed using NWS lo and high gain. With the wing fold lever unlocked (wings can be folded or unfolded), one push of the NWS will activate and remain in High gain. When wings are unfolded and the lever locked (pushed in), NWS will be in Lo gain, and you press and hold the NWS button when you need High gain.
