F10 Map and option settings

In addition to the standard options (Map Only, My A/C, Fog of War, Allies Only), we need a setting that grants Tactical Commanders full visibility on all aircraft, regardless of the map mode selected. This lets Tac Cmdr direct friendly aircraft to engagements while regular players remain limited by their chosen setting and cannot see enemy air or ground units.

Helicopters can either be excluded from this view or controlled by a separate option if finer control is needed.
