I know how to adjust the radar elevation but is there a way to adjust it so it is looking below your plane? It seems the lowest it goes is zero which is your plane's altitude.

 

How would you find targets below your plane without actually pitching the nose of the plane down?

0 is the ground, not your jets altitude. Depending on how far the enemy is away from you, you may have to decrease your search range from 80>60>40>20.

Also note that pointing the nose down while in BVR mode does not point the radar dish down. It will remain on your setting relative to the horizon until it hits gimbal limits.

 

(Flood mode and similar acquisition modes are a different thing, of course.)
