Actually... YES, you CAN!
Maybe it is an update since the very old original post, but you can create a stinger infantry in Combined Arms, and make it player controlled. Then you can run around the map as that little infantry guy and shoot your stinger launcher at aircraft. It is very rudimentary, but I love it!
EDIT:
I hope someday you can also take over one of those little regular infantry guys, and shoot your rifle at things. I don't care if the controls are so simple, I just think it would be so funny and entertaining to do this inside such an incredible high fidelity combat sim with everything else going on-- have your little low fidelity guy sneaking around haha!
This has to be one of the longest necro thread revivals of all time!
Kudos for actually searching the forum for an answer to your question. A skill seemingly lost to many!
Combined Arms is a great addition to the sim and gives another dimension. It will never be Hell Let Loose though, (wouldn't that be awesome)!

Yes, the Chinese government move will likely ease the market, prices (although still $Stupid$), are coming down.
I'd still try the "baking GPU in an oven" method for the OP though, as a last gasp attempt. BTW, I'm flying around Normandy on a Fx6300 and a GTX970, low to medium settings. Got me into the DCS world.

Right, it's an RX-580, but it did the job, and lasted all of two years, and I babied it. Thanks for the advice about buying used. The question is "used" or "abused" sort of like buying a car. You just never know. But thanks again.
As MAXsenna suggests, I'd try baking the card if you haven't anything to lose.
It may work...

I can't see this map as much more than the Marianas, without the nice coral reefs and golf course!
Just lots and lots of deep, blue ocean and some rocks to land on.
