Volumes are all up; and i hear no static. that is only after a cold start. when i get in a hot started apache; i do hear static -

I know how to change freq; but the issue is my radio doesb't seem to work: i have no squelch sounds when switching the squelch buttons. And that is ONLY when i manually cold started the bird. When i get into a hot started bird; squelch works, so i'm surely forgetting to "turn" something on.... ANyone ha an idea?
