I opened the mission in the mission editor and changed Tanker to 150 Mhz and was able to contact him with Mic Switch Fwd, or L/Alt plus Num + Go figure? I've created a few practice missions for my own enjoyment so I'm not the one to explain this behavior.

Nice job. One thing you might consider is to jettison your external stores before attempting to land.
