On the SMS page, the OSB10 is the button for the release pulse function (RP says beside the button). Set the number as you wish to drop the number of bombs.

Thats not HUD. Its on ICP.
@Tholozor was saying if you set the "HUD" on the ICP. With a dobber switch to the right (SEQ) on ICP, you can cycle through various sensors on aircraft.
If you have HUD as SOI, then on DED has to be set to *HUD* and you can see on the image above.
It works fine for me all the time. In case if its not working instantly (if you maybe press anything else in between), just press button 7 ones again. And then TMS UP.

Make sure targets are type of Track and not Search. Search targets are smaller solid squares, while Track targets are bigger solid squares.
For me it works all just fine. You can designate up to 6 targets and circle between them in TWS.

I can align as usual, and it gets aligned ok.
You are not pressing the Enable Switch Depress for the 1st third of JHMCS alignemt process, check this out.

Turn ON the electronic signals, switch on your left - RF (Radio Frequency) Switch, by putting it up to Norm position, for radar to start working.
About radar antenna, did you assign the controls for Antenna Elevation knobs, up and down?

Guns only: if possible try to force a two circle fight, try to keep your speed above 400 and up to 430 knots as much as possible. If it goes bellow, pull less, if if goes above you can pull some more. Also check always the G number, do not exceed 8.5Gs for a constant pull, else you bleed speed and you will also get blackouts. Not easy to master.
In case of Fox-2 engagement, all these does not apply. When missiles are in game, you and everyone else is forced to do a one circle fight, and pull as much as you can, and as slow (air speed) as you can. The point is, to point your nose as soon as possible towards the bandit.

Press A/G button on the ICP to switch to air to ground mode. After that, pay attention into the right MFD, where you will see A-G under OSB 1 (selected air to ground loadout). OSB means Option Select Button.
Then press OSB 6 button, 1st on the right side from above (number 5 on pic bellow), this is how you change (cycle through) the A-G armament:
With pressing OSB 4 (INV) you can check your loadout, what bombs, missiles and other stuff you carry on the aircraft. Press the same button again, to return to A-G menu. Btw, by pressing OSB 1 (A-G) button, you can switch to GUN for ground targets (you will also notice different symbology on the HUD).

I am sure you don't have friendly AWACS plane in the air.
If you are on a blue site, what you have to do is:
- spawn plane E-3A in the air cca 35k feet and define his path
- make sure under Advanced waypoint actions, Action param is set to AWACS:

As razor said, type 89, instead of 089. Did a short example on the fly:
note: course (in degrees) on map is shown as TRUE, while on ICP you have to enter MAGNETIC, which for Caucasus is -5 degrees (so I measured 94-5=89).

1st of all, UHV (COM 1) is over 225.00 (up to 399.75). VHF band (COM 2 key on ICP) is in range between 116.00 and 151.975.
Rule of thumb: 1XX.xxx is AM, XX.xx is FM, 2/3XX.xxx is UHF
2nd of all, to change Tacan from X to Y you just press key 0 and enter. And ones again repeat to come from Y to X.

1st of all, set radar antenna to correct position. The ACQ (acquisition cursor) has two numbers, set antenna to the height that the bandit will be between those 2 numbers. In your case, the bandit was at Angles 33, your ACQ was between angles 19 and 1! Those two numbers mean the lowest and the highest elevation where radar antenna is looking. You can adjust with Radar Antenna elevation knob (in-game controls: RDR Cursor up, down, left, right, you can also use axis). And you can use Bars, to change the difference between those 2 numbers (1B, 2B, 4B).
Why AWACS didn`t see the bandit I don`t know. Maybe was in its blind spot, that happens (when in turn or something).

You are right, while in the air, all is working fine. Sorry for not testing in each possible circumstances. My bad, will try better next time. So this is NOT a bug after all.
But is a bit odd why is this not working on the ground, just saying.

Sure it works, you just don`t do it correctly. Do exactly the same as you did for the lock 1st bandit. After TMS Down, do TMS Up for boresight mode.
Also make sure that the missiles in in boresight mode on the (normaly righr) MFD:
