Enforce Civilian Traffic does not work

I my general game settings I have Civilian traffic set to medium.

When creating war missions, I use the mission setting to "enforce" Civilian traffic to off, however, the mission still has civilian traffic when running. The enforce option in the mission setting does not work.

Yep. For some time already.

As a workaround, turn off civilian traffic in your own settings then re-save the mission. That seems to do the trick for enforced settings
