Last time we tried with my squad, it was kinda systematic for any ship but the carriers, whenever those ships are moving. It used to work pretty well before, but there are so many bugs that were introduced with all the successive patches that we gave up all naval ops within the squad. So even if you set the ship speed to zero (beware that default initial speed in mission editor is 20kt), you'll be able to start without blowing up, but in multiplayer, the position of the ships are likely to be totally off between the different clients and you will see your wingmen floatting above the sea.
