They have 3 'modes':

- Retracted (not deployed)

- Extracted (deployed)

- Landing Mode (fully extracted, more than with the other one)

 

There are some more things what can be mentioned regarding the real F-15C like technical things of the FCS (flight control system) which operates the flaps by its own for the best performance etc. where the pilot and engineers can change some features but in DCS with our PFM at the moment thats pretty much it^^

Now the flaps operate manual in two settings. IN or OUT.

The flaps switch next to the throttle doesn't indicate that the behavior should be different.

Not quite. The FCS doesn't control the flaps. It has an airspeed pressure switch that will raise the flaps at 250kts if the switch is in the down position.

Yes, that is correct. Use them for takeoff and landing. You couldn't use them for a fight even if you wanted to above 250kts, if you are at that speed or less they should become damaged (not yet modeled) if you pull more than 3g or so, and they will not add turn rate...they will add drag.
