Wihout raising first that cap you cannot release the chute not even if you press the correct key. Raise the cap and then press the key or press the actual button in the cockpit and it works ah... I use to watch F4 pilots do this, they would turn the acft so the chute would release and blow off the edge of the runway so not to interfere with other planes landing.
