I don't where to say this but i found a guys how believes that the f-15s radar is better that the Su-35s.He also insists that it is.
Depends on what version of the F-15s' radar (there's alot, including an AESA now), Frosties' link should help though.

Why there is a version that is better than the Irbis-E?

If there is any radar that is comparable to the Irbis-E or better it would be the AN/APG-63(V)3 (it's on some ANG Eagles i'm pretty sure). But honestly i wouldn't trust any public figures on what's exactly which one is better. They are either overstated or understated...

I'm not to knowledgeable on radars, maybe someone can come in explain a little better which one is better and why.

AESA is better than PESA. Then only thing the Irbis-E can really do 'better' at is possibly detection range, but even that isn't guaranteed since a PESA generates more system noise than an AESA.

All Golden Eagles will receive the v3; the transition has been happening for a while now, and the radar isn't the only upgrade. As a small point of interest, they also have IRSTs available to them now.

That said, if you're being shot at by either system, you might not really care about the differences.

is the IRST a pod or built in like the Japanese eagles IRST? Tried to look for some information on this a bit ago. Couldn't pin anything down.

For the f-15c it's mounted on the centerline fuel tank, right at the front.

Down and straight ahead. Mostly used for long range ID I'm guessing.

And yes if you drop the tank, bye bye IRST.

I don't know if it can be mounted on the wing instead.

Both fighters radars are very up there in the spectrum. Better than range would be target recognition and discrimination, signal stealth, resistance to ECM, and noise.

The other functionalities I mentioned above may become the primary concern over sheer range at some point. And there might be times that the designers may be forced to choose between them.

Irbis-E wins over the older models of APG-63 (mechanical) IMHO but are surpassed by the AESA variants like the APG-63V3 (they ought change the designation because its misleading) due to the same inherent technological advantages an AESA brings in an the same way the Irbis-E has over the older mechanical arrays.

Simple :)
