cannot apply rotor break

But keep in mind the rotor brake is a brake...so you have to wait until RPM is low enough to use it. For shutdown procedures you shut off fuel flow and wait for rpm to get low enough to apply the brake.

Not necessary any more. Indeed, if I wait until the rotor rpm falls below a certain value, then I can apply the rotor break, no problem!:thumbup:
