As soon as the INS is finalized ED will evaluate and authorize the aircraft release on Steam. When it's finished, steam doesn't allow early access for DLC and DCS modules are listed as DLC for World. TRIM IT OUT:joystick:

Do yourself a favor and download straight from ED for access to beta modules and twice the sales (Steam keys can still be used in the normal version.) It is indeed a very smooth transition. Your user will already be logged in. You only have to sync the modules once in the module manager in the main menu of DCS and DCS will download your modules. Then for the M2000 you enter the serial manually in the module manager in the DCS main menu after purchase. All my control and graphics settings from the Steam install transitioned over into the standalone installation. Note that I still had the Steam installation at that time, if that is required.
